We're straying into territory that is off the timeline with this: but with Two major defensive wars. And possibly as many as two dozen major incursions the UPF would eventually have to get off it collective back side and take the war to the worms. Ifshnits would be hung ho for that. And if we are talking post year PF111 then enough exploration would have gone on to generate some idea of where sathar held territory was.

Scope should be a joint Space Fleet and Flight expedition to take out a sathar held system. It should result in what could be called a victory for the Frontier but the sathar should get their licks in so that the operation is called off sue to an inability to continue operations. This will leave the sathar in place as a looming threat but in reality clan X is in ruins and a round of in fighting is kicked off to see which will be the new dominate clan.

Of course this war will be fought with new weapons and ship designs by the UPF, though my view of the worms as non innovators means the worms will be using old tried and true ship designs. Plus a sathar gun boat design which will represent their having finally stolen and copied the assault scout. The UPF will have the new Farragut Class Frigate though and the Flight will have sent along its first super carrier loaded with squadrons of humma fighters.

I had started designing a campaign around this idea a long, long time ago.  It was inspired by the Beyond the Frontier modules and began with the PC's taking a ship "north" from Zebulon.  (This was before I ever owned a Zeb's Guide and the Rim didn't exist in my SFU.)  Basically they would be exporing northward and stumble upon a Sathar colonized system.  In my SFU the Sathar homeworlds are north of the Frontier and they have a dozen or so systems there.  I have a map that covers an area that is 6 times the size of the Frontier and extends a bit in every direction but mainly north and that has all the Sathar systems on it.  The only problem is that it doesn't have the Rim systems and I've never gone back and rationalized it.  I think I had the system that is Klaoek be a sathar base.

Once the Sathar world was discovered, the players would be ordered to observe and report and there was to be a series of cat and mouse adventures as they tried to get in close and collect information and then get out and report.  Once enough data was collected, the UPF would mount an expedition to the system.  I hadn't really decided what would happen at that point but I imagine I'd have them get beaten or "win" with only a few ships left and have to pull back.

In this case, the time frame wasn't much after SWII to the tech was basically the same.

On a broader scale, the PC's mission north from Zebulon was just one of serveral that the UPF launched at the end of the SWII.  After pushing back the worms in SWII, the UPF decided that they wanted a bit more "buffer" between the Frontier and where ever the worms were coming from and so launched a new wave of agressive exploration.  This wave wasn't focused on colonization but rather on locating the Sathar to keep an eye on them and provide advanced warning if they started another campaign against the Frontier.

I've made a decision to only allow core 4 and would prob do what Tom.S. suggests for clan x, however clan y would.be south east. Sw3 would be a lot to manage, k.h. and a.d. encounters, you would want the pc's to be mover and shakers, IMO.

I've speculated elsewhere that the UPF would have to invest heavily in exploration both looking for sathar held territory and for more obelisks like the one on Volturnus since finding an obelisk presents an opportunity to lay a trap. EDIT: if you include the Rim the ifshnits will have contributed heavily to an effort to locate sathar home territory and the Flight would support any sort of operation Retribution.
