Oh humans!! Innocent We discover a galactic community filled with multiple species of aliens, and the first thing we think about is "how can we have sex with them?".

if you square a cube does it become an octoid?

your communal habitat looks more like a govenmental structure to me
I might not be a dralasite, vrusk or yazirian but I do play one in Star Frontiers!

I could see that being a use for it. Would lend itself well to a 'central power' synergy.
Could also be a useful form that might be appealing to a residents, with the center of each node being a community philosophical forum, social park, civic district, or even trade mall...

This seems to have quite a bit of what I would consider common design thought for Dralasites.

Everything from the water, which I see many of the amoeboids being very comfortable with, to the building methods, could be common place in Dralasite design.
Replace the word Human with the word Dralasite, through Jacques' entire speech. Then assume this to be the typical philosophy. Instead of being 'forced' into the sea, I'd consider it to be more normal, and building in dry inland regions the exception. I see the Dralasite physiology being born from and adapted to sub-tropical fresh-water and coastal marshy regions, and spreading into other climes by migration.

contrast to, Human temprate arboreals and savannahs, Yazerian arid arboreals and broken elevations, and Vrusk arid elevations and broken steppes, life then prolific from these basic acclimations.

moving, self-powering, and self-restructuring architecture, might also be normal.
