Yeah I was hoping we could work on this...

This kind of dovetails into the whole Frontier government dealie.  It would probably be best to establish basic principles of the UPF Charter, and work forwards from there.

On the one hand, we could use an earthly government as the model.  Or that might be derivative and boring.  I'm open to any ideas or suggestions, of course.

I think it was drawn up at the start of SWI, but I could be wrong.

Or the canon might be unspecific...  Or contradictory...

I looked on this site for the UPF Charter and couldn't find anything. I thoght for sure you had a post in the UPF project. I'll search through my SF material - coming up with a charter is an excellent idea.

I have thought that the UPF Charter should revolve around the following principles:

1.  Mutual Defense
2.  Exploration
3.  Colonization
4.  Regulation of interplanetary trade

Anything else?

By the way, Larry - there is definitely something in Knight Hawks about the UPF Charter.

I believe it is in the campaign section.

It does not say much, but there is something in there.  I'm pretty sure it just says something to the effect that the member planets cannot be interfered with on their surfaces (if you will) by the UPF.  In other words, UPF authority starts outside of member planet orbit.

I'd say your inital list just about covers it.  (in order to form a more perfect union, establish justice, insure domestic tranquility, provide for the common defense, promote the general welfare, and secure the blessings of liberty and all that Smile)

I always had the UPF (Star Fleet, Star Law, etc) have jurisdiction right up to the planet's atmosphere and the surface of it's moons.  In other words, if it was on the ground they didn't interfere unless invited (or in pursuit in the case of Star Law) but if it was in space (including on the space stations) they had full, if sometimes joint, jurisdiction.

I would go with either like militia (civil defense) and military groups hold jurisdiction all over the place in times of war. Civil Defense is meant to keep policing of planets in the hands of citizens and not the federation military. While military groups can train, bring relief (natural disasters, etc), and even defense on worlds that dont have any real protection from bandits, pirates, or even Sathar.

The UPF is not an empire in any sense of the word. Matters of internal government are left to the member planets. So it would seem, Larry, that the UPF Charter was created after SW1.

Makes sense.


There must be governing bodies, though.  The good news about such a "loose canon" is that we are largely free to make up whatever we want.

I always saw the UPF as a federalist government: The Federation has the right to do some things and the planets others.(similer to The US the National gov can do somethings but the states do more that affect every day life.

I would go with some of the European alliances, treaties, and experiemental governments. You might be able to find some ideas and influences that could help write the UPF charter. Or if you really want to be searching for stuff look through Asian and African history. You never know what you can find. Like all good fictional ideas,they influenced by real events.
