A note on modifiers

Streamlining the modifiers is very important to me. Here I have tried to keep modifiers into two categories, broad (in multiples of 10) and fine (multiples of 1). To make things easier I want to try to keep most of “action” modifiers as broad, and things like equipment modifiers as fine.  In the testing I have done so far, this seems to speed things up.
