    Doc Editor and Outline Utility Weight List Mismatch

    Description:
    Because of the difference in Weight Lists between the Outline Utility (-25 -  25) and the Document Editor (-20 - 20), when you go to edit a document that is weighted -21 or higher, it defaults to -20 when you submit because the editor's weight list doesn't go beyond -20.
